Desplazamiento forzado y refugio
Resumen / Abstract: El deterioro del conflicto colombiano se agudiza en los últimos años, con la aplicación del Plan Colombia que inicia en 1999 y en el régimen presidencial de Álvaro Uribe Vélez, acentuando el problema de violencia y generando una grave crisis humanitaria y de derechos humanos para millones de colombianos y colombianas, que se ven obligados a hacer desplazamientos internos y a atravesar las fronteras buscando “protección internacional” en los países vecinos y otros del mundo. En el caso ecuatoriano, desde enero del 2000 hasta mayo del 2003 han solicitado refugio alrededor de diecisiete mil colombianos/as. Este incremento masivo del número de solicitantes de refugio rebasó las posibilidades de respuesta de las instituciones como el ACNUR y la Oficina de Derechos Humanos-Refugio de la Cancillería, lo que ha provocado una gran vulnerabilidad a los derechos de los solicitantes de refugio en el Ecuador.
